High risk sex offender Michael Wayne Carpenter now living in Vancouver

The Vancouver Police Department has issued a warning over a high risk sex offender now residing in Vancouver.

Michael Wayne Carpenter, 44, has been released from jail after an eight-year sentence for sexual assault with a weapon, forcible confinement, and threatening to cause death or bodily harm. The VPD say they believe he continues to pose a risk of significant harm to the safety of female children, youth and adults.

According to police records, Carpenter has a tendency to attack female hotel employees and has multiple sexual assault convictions.

Carpenter will be under supervision while residing in Vancouver and is limited by the following directions:

  • not to consume, purchase, or possess alcohol or drugs
  • not to own, use or possess a computer, or any device that would allow access to the internet
  • not to be in the presence of any female children under the age of 18
  • not to purchase, acquire, possess or access pornography or sexually explicit material
  • report all friendships, sexual relationships and intimate relationships with women

He is described as 5’9″ tall, 180 pounds, Caucasian with brown shaved hair and blue eyes.

Carpenter has had numerous charges in B.C. since 1996, including theft of over $5000, breaking and entering, breach of probation, sexual assault, and more. Until recently he was serving his eight-year sentence in Victoria.

According to court documents obtained by Vancity Buzz, Carpenter was found guilty in Kamloops court in 2006 for the unlawful confinement and sexual assault of two female hotel housekeepers in 2005.

“Both women had been vacuuming when they were assaulted from behind without warning.  Each of the victims had something described as a pillowcase or pillowcase protector pulled over her face which obviated her ability to observe the assailant.  Both women were jabbed with an item, possibly a pen, and told to cooperate with the assailant.  The victims were pushed to the floor or a bed and a sexual assault was perpetrated upon them by their assailant,” the documents from a 2010 appeal hearing read.

He was sentenced to prison for eight years in August 2007.

Police are asking anyone who may witness Carpenter breach any of the above conditions to call 9-1-1 immediately.
