High-risk sex offender living in Vancouver, cautions VPD


The Vancouver Police Department are issuing a warning to the public that a high risk sex offender is residing in the City of Vancouver.

Richard Ian Ellis, 66, has “completed his sentence for a 2007 conviction for child pornography charges and the sexual assault of a seven-year-old girl.”

The VPD say Ellis “poses a risk of significant harm to the safety of young girls.”

Authorities say Ellis is expected to adhere to his bond conditions, which include not being in the company of minors, not to make contact with victims, not to own a computer used to accessed the internet, not to use drugs or consume alcohol, and to report all relationships.

Should anyone observe Ellis violating those terms, they are asked to contact 9-1-1.

Ellis is a 5’10” tall, 200-pound white male with brown hair and hazel eyes.
